The issue of that inspired the cartoon is that the UN doesn't do anything, the people that is represented in the picture is the United Nation. A specific artistic technique used in the4 picture is a turtle laid on its back and it can't do anything while its laying on they're back. From this picture I will infer that the UN needs help, they are not assisting other countries and they are not as powerful as they used to be. The message of this picture is that the United Nation is as useful as a turtle on its back. A special interest group that would disagree with this picture would be the United Nation because they believe they accomplish things. The artist point of view is for this picture because they feel that the UN is ineffective.
